There is no end to suspicious tenders in our country. There are no municipalities from the largest to the smallest that do not organize dubious tenders. But the larger the municipality, normally the greater the damage to the state budget, as the figures "in play" are higher.
Such seems to be the case with the Durrës Municipality led by Emiriana Sako. The institution run by her has organized a tender with reference number REF-25822-04-20-2022 and with the object "F.V Greening in the city".
Its limit fund is 33,322,000 new ALL without VAT or about 400 million old ALL including VAT. AlbGarden, owned by citizen Pjetër Trashaj, was declared the winner with a bid of 29,522,080 new ALL without VAT or about 350 million old ALL with VAT.
Meanwhile, this figure turns out to be as much as 88.6% of the limit fund, a fact that raises doubts. But beyond that, studying the tender documentation, it is seen that the winner has given the highest bid from all the participants and yet was declared the winner. A total of 4 companies participated in the competition, of which 3 of them offered less than the winner. Such a fact raises doubts that we are dealing with a predetermined winner.
